In November of this year, Ukraine received external financing in the amount of approximately $2 billion, which is the smallest amount in six months, according to the Ministry of Finance. This compares with $2.8 billion in October, $3 billion in September and $4.6 billion in August. In July, Ukraine received $5.3 billion in grants and preferential financing from international partners.

Among the donors in November 2023 were the European Union, which provided $1.6 billion, Great Britain, through the World Bank mechanism, transferred $400 million, and the World Bank, which contributed $5 million.

It is noted that the receipt of funds from the EU in November is the penultimate tranche of macro-financial assistance for 2023. The total amount of funding under the program is 18 billion euros, of which Ukraine has already received 16.5 billion euros.

The loan repayment period is 35 years, and the debt will be serviced by EU countries.

The guarantees of Great Britain are part of the fifth additional financing within the framework of the World Bank project "Supporting public expenditures to ensure sustainable public administration in Ukraine" (PEACE in Ukraine). The total amount of financial assistance under the guarantee of Great Britain in 2023 is 1 billion US dollars.

Financing from the World Bank is a loan from the IBRD within the framework of the project "Strengthening the Health Care System and Saving Life" (HEAL Ukraine). In 2023, about $50 million of the planned $500 million was raised.

In 11 months of 2023, the Ministry of Finance of Ukraine attracted about $37.4 billion in external financing for the urgent needs of the state budget. These funds are used to finance priority expenses, such as social protection of the population, humanitarian needs, and wages for education and health care workers.
