Simplification of the procedure for registering new cars in Ukraine: What has changed since August 6

On August 6, 2023, the Cabinet of Ministers Resolution No. 437 came into force, which introduced changes to the procedure for the first registration of new cars in Ukraine. According to the amendments, car dealerships can now register vehicles on behalf of the buyer without the need for a notarized power of attorney, and "transit" license plates have become optional. This is reported by the Government Portal.

These innovations allow buyers to save time and money, as well as make the registration process more convenient and faster. Car dealerships can now generate a power of attorney to represent the interests of the buyer, and this power of attorney can be signed right in the car dealership without the participation of a notary.

The power of attorney and the vehicle transfer acceptance certificate are generated using the Unified State Register, and they can be digitally signed or signed on paper, depending on the buyer's preference.

Now, thanks to the ability of car dealerships to generate vehicle transfer and acceptance certificates electronically, as well as the abolition of the mandatory inspection of new cars by the Expert Service of the Ministry of Internal Affairs, it is no longer necessary to obtain "transit" license plates for one-time trips when registering a new car. The buyer may refuse such license plates, and this will be indicated in the inspection and/or acceptance certificate.

After completing the necessary documents, a representative of the car dealership may visit the service center of the Ministry of Internal Affairs instead of the buyer and, accordingly, receive a vehicle registration certificate in the name of the buyer and license plates. In this case, the car may not leave the showroom at all. The new owner only has to pick up the already registered vehicle from the seller.

These innovations will simplify the procedure for state registration of new cars, but it should be noted that they do not apply to used cars. Prior to this, to register a used car, a buyer had to apply to a notary to issue a power of attorney if he wanted to entrust the registration of the car to the seller. Also, it was necessary to secure red license plates for one-time trips so that the car could be driven to the service center of the Ministry of Internal Affairs.
