Ukraine minimizes bureaucracy: new rules for importing and accounting for humanitarian aid

Ukraine is improving the process of importing and accounting for humanitarian aid by launching a new electronic tool. This was reported by the Ministry of Social Policy of Ukraine.

According to the information, together with NGOs and volunteers, the Ministry of Social Policy has developed a draft resolution "Some issues of humanitarian aid entry and accounting under martial law".

One of the main innovations is the introduction of an effective electronic tool for accounting for humanitarian aid. Thanks to this automated system, recipient organizations will be able to register, log in, submit declarations and send them to customs. Each declaration will be assigned a unique code, which will simplify customs control and speed up the process of humanitarian aid clearance.

Additionally, organizations importing humanitarian aid will be required to provide public reports on the distribution of this aid. This reporting will include information on when and where the humanitarian aid was distributed, without disclosing personal data of individuals. Such a mechanism will help ensure transparency and efficiency of the process, and information about humanitarian aid will always be available in the volunteers' electronic cabinet.

In addition, the new resolution abolishes letters of guarantee, which will simplify the procedure for importing humanitarian aid.

The system is scheduled to be launched on November 15, 2023, which will simplify and speed up the process of providing humanitarian aid to Ukraine and ensure greater efficiency of this process.
