Sharp increase in the number of expensive cars in Ukraine

Over the past year, the number of owners of expensive cars in Ukraine that are subject to transport tax has almost doubled, while the number of such cars has more than doubled. This was reported by the State Tax Service in response to a request sent to the Economic Portal.

According to the tax service, in 2023, the number of individuals who have to pay transport tax is currently 3,072. At the same time, the number of expensive cars subject to this tax is 3,548. Compared to 2022, when there were 1593 owners of such cars and 1723 taxed cars, these figures are striking in their dynamics.

This means that the number of owners of expensive cars among individuals in 2023 increased by 1.9 times compared to the previous year and by 29% more than in 2021. As for the number of such cars owned by citizens, it increased by 2.05 times compared to 2022 and by 37.8% compared to 2021.

It is worth noting that the increase in the number of luxury car owners among legal entities is the opposite trend. In 2021, the tax service registered 3153 companies that had to pay transport tax for 4109 expensive cars. In 2022, this number dropped to 2571 companies and 3126 cars. As of today, in 2023, there are only 2079 legal entities that pay transport tax in Ukraine, and they own 2927 cars.

It should be noted that the volume of transport tax payments in Ukraine is decreasing every year. In 2021, local budgets received UAH 158.35 million from owners of expensive cars, while in 2022 this amount decreased to UAH 103.45 million. As of September 13, 2023, local budgets received only UAH 101.52 million in transport tax.

According to the State Tax Service, the largest volumes of transport tax payments were recorded in Kyiv. This year, Kyiv residents paid UAH 33.06 million to the local budget, of which UAH 16.65 million was paid by individuals and UAH 16.42 million by legal entities. Other regions also showed large amounts of this tax: Kyiv (UAH 7.85 million), Dnipropetrovs'k (UAH 8.96 million), Lviv (UAH 6 million), Odesa (UAH 7.82 million) and Kharkiv (UAH 6.3 million).

The transport tax is set at UAH 25 thousand per year for owners of cars with an average market value of 375 minimum wages (in 2023, this is UAH 2.512 million). The list of car brands and models subject to this tax is determined by the Ministry of Economy and published regularly. In 2023, 294 cars of 17 different brands were added to the list of previous models.
