Reforms in the state reserve system: the first state-owned enterprise to save UAH 20 million

As part of the reform of the state material reserve system, Progress Plant of the State Reserve Agency of Ukraine has become the first state organization to be reorganized into a state-owned enterprise. This was announced by First Vice Prime Minister of Ukraine and Minister of Economy Yulia Sviridenko. It is noted that this step will bring significant budget savings, namely UAH 20 million by the end of this year.

Yulia Svyrydenko also added that 10 more state organizations are scheduled to be transformed into self-sustaining enterprises. This is in line with the overall strategy of reforming the state material reserve system until 2025.

Deputy Minister of Economy Ihor Fomenko noted that the reorganization of state organizations in the context of the war has become a complex process. Despite objective difficulties, such as finding property appraisers who were willing to work in regions close to the frontline, as well as subjective factors, the reorganization process is nearing completion.

The reform of the state material reserve system is being carried out in accordance with Government Order No. 462 of May 26, 2023. This was a response to the systemic crisis recognized in the strategy for reforming the state material reserve system.

As a reminder, the Verkhovna Rada adopted a new law on state reserves No. 9079, which defines the concept of state material and state mobilization reserves, institutions of reservation and custody, as well as mechanisms for controlling and managing state reserves.

These steps are aimed at improving the efficiency of the management of the state material reserve and ensuring proper protection of national interests in the face of the aggravated geopolitical situation.
