The Ministry of Education and Science of Ukraine has restored the formulaic principle in the distribution of state funding among higher education institutions. From now on, the amount of funds allocated to each university will be determined based on five main criteria that the educational institution must meet.

The new approach takes into account such indicators as student enrollment, research activities, internationalization, graduate employment, and the regional coefficient. These criteria should reflect the various aspects of a higher education institution.

According to Deputy Minister of Education and Science Mykhailo Vynnytsky, the formulaic approach is aimed at improving the mechanism of distribution of public funds among universities, making it more transparent and fair.

One of the key criteria in the distribution of funds will be the number of students, which will reflect the actual number of applicants who have chosen to study at a particular university at the expense of the state budget.

This approach is intended to increase the targeting of public funds by providing funding to those universities that are chosen by students. This will contribute to more efficient use of budget resources in the field of higher education.

The formula approach was developed in 2019 and has been applied since 2020. However, its application was temporarily suspended due to the invasion in 2022. Now this mechanism has been restored to ensure more efficient distribution of budget funds between universities.
