Trade and processing - fiscal leaders: who fills the state budget in 2025

In the first quarter of 2025, the main taxpayers to the state budget were enterprises operating in the trade and processing industries. It was these industries that provided the largest amount of tax revenues to the country's treasury.

This was reported by the Head of the State Tax Service of Ukraine Ruslan Kravchenko, noting that in January-March 2025, the contribution of wholesale and retail trade enterprises, as well as the motor vehicle and motorcycle repair sector, amounted to 17.2% of all taxes and fees. The processing industry lagged behind only slightly, forming 17% of budget revenues.

In addition to the two leaders mentioned, a significant part of taxes was provided by entities engaged in financial and insurance activities - 11.7%, as well as institutions operating in the field of public administration, defense and social insurance - 11.2%. This structure of revenues indicates the stability of large sectors of the economy and active participation in the formation of the state budget.

Even more telling are the indicators of the growth of tax payments compared to the same period in 2024. The processing industry demonstrated the highest dynamics, increasing budget revenues by 47%, or by UAH 27.3 billion. This indicates the restoration of industrial chains, the growth of domestic production and the improvement of business conditions.

Trade and repair of motor vehicles also recorded a noticeable growth - by 29.7% (+ UAH 19.8 billion), which indicates the activation of consumer demand and the restoration of the retail market. The sphere of public administration and defense showed an increase of 31% (+ UAH 13.3 billion), reflecting the growth of expenditures and, accordingly, tax liabilities within the framework of the military economy.

The growth in professional, scientific and technical activities was also significant - by 54.2% (+ UAH 8 billion). This may indicate an increase in the number of projects, innovations, and intellectual services emerging from the shadows and starting to operate legally.

Thus, the first quarter of 2025 demonstrates not only a stable budget, but also signs of structural growth in certain key sectors. Fiscal statistics become another indicator of the country's gradual economic recovery in the context of the ongoing military confrontation and a difficult geopolitical situation.
