The Diia service has brought Ukraine a significant economic and anti-corruption effect: over the five years of its operation, the total savings for citizens and the state amounted to UAH 184 billion. This is evidenced by a new study conducted by Civitta, which assessed the results of the digitalization of public services.

According to the First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov, such indicators indicate the systemic effectiveness of the implementation of electronic services and their impact on reducing corruption in Ukraine.

The study covered 87 services available through the Diia application and portal. These included basic government services, population support programs, and areas with a high risk of corruption. Thanks to digitalization, millions of Ukrainians and businesses have saved hundreds of millions of hours that they previously spent in queues and offices.

Among the key indicators of the “Diya” effect:

UAH 7.4 billion per year — savings from the elimination of corruption schemes, in particular UAH 4.2 billion annually in traditionally corrupt areas, such as construction, registration of IDP status and certification of seafarers;
UAH 49 billion per year — savings from basic services. If Ukrainians fully switch to online services, this figure could increase to UAH 75 billion;
UAH 6.5 billion per year — savings from the launch of support programs, including “e-Work”, “e-Recovery” and national cashback. These programs not only help citizens, but also stimulate economic development.

Fedorov emphasized that digitalization is the most effective tool for combating corruption, and the “Diya” team plans to scale this effect through new projects with great anti-corruption potential. Among them are “e-Notary”, “e-Excise” and an online gambling business monitoring system.

The Minister of Digital Transformation expressed his gratitude to the President, the Government and the Ministry’s digital teams for their joint work on the development of electronic services. “I am grateful to every Ukrainian who supports our team, is proud of ‘Diya’ and joins in creating a digital state,” Fedorov noted.

The effect of digitalization of public services is constantly growing. According to Fedorov, future projects will not only save money and time, but also significantly reduce corruption risks, ensuring transparency and efficiency of government processes for Ukrainians and businesses.
