The National Bank of Ukraine has initiated a public discussion of a draft resolution that defines updated rules for transferring cash reserves for storage to authorized banks, as well as conducting transactions with these funds. The corresponding document was published by the press service of the financial regulator.
The draft resolution provides for updating requirements for authorized banks in terms of the level of the average daily cash balance, the quality of banknotes in reserves, and the maximum amount of funds that can be stored in structural units of banks. The document establishes clear parameters that must be observed by all institutions that interact with the National Bank in matters of cash circulation.
The minimum amounts of cash that must be at the disposal of banks are separately provided. Thus, by January 1, 2026, the amount of such reserves should be at least 6 billion hryvnias, and by the beginning of 2027 - at least 7 billion. This will ensure a reliable cash reserve in conditions of demand fluctuations.
The draft also provides for the introduction of new terms and standards that regulate the maximum amounts of cash in storage, the features of bank services and the procedure for moving cash between institutions. At the same time, the NBU proposes to relax a number of requirements, in particular regarding the mandatory availability of heavy-duty vehicles in banks and some procedures for forming reserves.
In addition to technical changes, the contractual terms between the NBU and authorized banks will be supplemented with a new clause regulating the procedure for payments for services provided. This should contribute to transparency and mutual responsibility of the parties in matters of cash storage.
The National Bank called on all interested parties to join the discussion and submit their suggestions or comments by June 30, 2025 inclusive, using the approved feedback form. It is expected that the final version of the document will take into account best practices and ensure a safe and efficient cash storage system in Ukraine.
