Ukrainian Internet providers have significantly increased their tax payments to the state budget. In the first five months of 2025, the industry sent 2.55 billion hryvnias in taxes to the budget, which is 50% more than in the same period last year. This was announced by the head of the parliamentary Committee on Finance, Tax and Customs Policy Danylo Hetmantsev.
The greatest growth was recorded in three main areas. Revenues from value added tax (VAT) increased to 1.4 billion hryvnias, which is 56.1% more than in 2024. Income tax gave 300 million hryvnias, which is an increase of 29.4%, and personal income tax (PIT) - 700 million hryvnias with a record growth of 80.4%.
The share of VAT paid in the industry also shows positive dynamics - it increased from 8.7% in 2024 to 9.35% in 2025. According to Getmantsev, this is a sign of the gradual de-shadowing of the telecommunications market and an improvement in the level of voluntary tax compliance among operators.
The industry also recorded improvements in the payment of wages. In the first quarter of 2025, the average level of wages in the telecom sector reached UAH 17.16 thousand, while a year ago this figure was only UAH 12.02 thousand. At the same time, 14.7% of taxpayers still declare salaries below the established minimum.
The process of transition from the "shadow" also affected entrepreneurs on the simplified taxation system. In 2024, 3,662 business entities operating in the Internet sector voluntarily changed their KVED, while remaining on the simplified system. Another 1,423 enterprises were excluded from the register of the simplified system by the decision of the State Tax Service, and only 18.9% of these decisions were canceled by the courts. In addition, 350 payers independently refused the simplified system, and others ceased their activities.
Hetmantsev emphasized that the legalization of income in the telecommunications sector is already showing concrete results, but the market still has a large reserve for further combating tax evasion. The most egregious violations are currently in the focus of the Bureau of Economic Security.
