In June 2025, the Ministry of Finance of Ukraine successfully raised UAH 37.1 billion through the sale of domestic government bonds (OVDP). This result was part of the total amount of funds raised, which is about UAH 240 billion for the first half of this year.
According to the Ministry of Finance, as of July 1, more than UAH 1.84 trillion of OVDP were in circulation. These bonds are distributed among different categories of owners: 46.1% belong to commercial banks, 36.6% to the National Bank of Ukraine, 10.1% to legal entities, and only 5.1% belong to individuals. The remaining amount is distributed among non-residents (1.1%), insurance companies (1%) and territorial communities (0.03%).
Compared to the previous year, the volume of investments of legal entities and individuals in government bonds increased by 40%, reaching UAH 94.3 billion as of July 1, 2025, which is 5.1% of the total volume of bonds.
The weighted average yield of government bonds in hryvnia was 16.37% in June 2025, which confirms their attractiveness for investors in the context of the financial markets of Ukraine.
This year, more than UAH 240 billion has already been attracted to the state budget through the placement of government bonds. An important component of the Ministry of Finance's strategy is the availability of bond purchases through the "Diya" platform or from licensed brokers, which simplifies the investment process for citizens.
Thus, the sale of government bonds continues to play a key role in Ukraine's financial strategy, ensuring stable financing of the state budget and attracting investments from various categories of depositors.
