  • Payments for road accidents increased by almost a third

    The Ukrainian insurance market shows a significant increase in payments to victims of road accidents. For the first nine months of 2025, the average amount of insurance compensation for claims by victims amounted to UAH 42,248, which is 27.5% more than for the same period last year (UAH 33,313.5). According to the Motor (Transport) Insurance Bureau of Ukraine (MTIB), the main reasons for this growth were the increase in the cost of repair work, an increase in the number of accidents and improved settlement processes.

    Chairman of the Board of MTIBU Oleksandr Bernazyuk notes that the market for compulsory third-party liability insurance (CTLI) shows an increase in the frequency of losses by 20% in the first half of 2025, while the average amount of loss increased by almost 30%. According to him, the increase in the cost of spare parts and repairs creates significant pressure on tariff policy, forcing insurers to seek a balance between the affordability of policies for drivers and maintaining an adequate level of insurance protection.

    The total amount of accrued insurance payments under internal contracts of the OCCPV reached UAH 16.85 billion, which is 122.8% more than a year earlier. During the same period, insurance companies made payments in the amount of more than UAH 4.5 billion, settling 108,213 claims of victims of road accidents. The number of settled cases increased by 3.1%, and the total amount of compensation paid - by 30.7% compared to 2024.

    At the same time, the average insurance premium under internal insurance contracts increased to UAH 3,114.79, which indicates an increase of 236.3% compared to the previous year (UAH 1,318.19). MTIBU explains that such a sharp increase is due not only to market fluctuations, but also to the adaptation of insurers to new legislative requirements. In particular, the gradual transition to new "auto-civil" contracts with an increased liability limit - 250,000 UAH instead of 160,000 UAH - will affect the further growth of the average amount of payments in the coming years.

    Despite the overall growth in payments, the market is gradually transitioning to a digital format. In the first nine months of 2025, insurers concluded more than 5.4 million domestic OSCPV contracts, which is 5.7% less than last year. At the same time, the share of electronic policies reached a record 99.7%, while in 2024 it was only 75.9%. This transition to digital services increases market transparency, simplifies policy verification and reduces the risks of fraud.

    One of the key reform steps was the introduction of a direct settlement system, which is now available to all insurance companies. It allows victims to receive compensation directly from their own insurer. As a result, the average time for considering a case has been reduced to 29 days, while under the standard procedure it lasted approximately 65 days.

    In parallel, the popularity of registering a road accident using a Europrotocol is growing. During the period January-September 2025, the number of such cases increased by 23.9%, to 48,506. The total amount of compensation paid under this procedure exceeded UAH 1.3 billion, which is 78.9% more than a year earlier. This indicates an increase in drivers' trust in simplified digital mechanisms for settling insurance cases.

    Thus, the Ukrainian MTPL market is demonstrating a double trend - an increase in the cost of payments due to the increase in the cost of repairs and the digital transformation of insurance processes. This creates new challenges for companies, but at the same time increases efficiency, transparency, and the level of protection for millions of car owners.
