Ukraine has received €46.1 million in loans from the European Investment Bank (EIB) to support and restore essential urban services and critical social infrastructure. The funding is aimed at ensuring the functioning of municipal services and supporting energy-efficient solutions in public buildings, even in wartime.
The funds have been allocated to a special fund in the state budget, which will allow them to be quickly allocated to key projects and ensure proper implementation of the work. The funding covers both the reconstruction of public buildings and the modernization of urban transport.
The support program includes four main projects that will be implemented in Dnipro, Kamianskyi, Kovel, Kremenchuk, Kyiv, Lutsk, Lviv, Mykolaiv, Rivne, Ternopil, Uzhhorod, Zaporizhia and Korets.
The first project, "Energy Efficiency of Public Buildings in Ukraine" (EUR 4.8 million), involves the modernization of schools, kindergartens and hospitals in three cities: facade insulation, window replacement and modernization of heating systems. This will help reduce energy consumption and increase comfort for residents.
The second project, "Municipal Infrastructure Development Program" (EUR 13.3 million), includes the restoration of street lighting, modernization of water supply, insulation of schools and kindergartens, as well as the reclamation of landfills in five cities. This initiative is aimed at improving the quality of life of residents and the smooth functioning of urban systems.
The third and fourth projects, "Urban Public Transport of Ukraine" and "Urban Public Transport of Ukraine 2" (EUR 28 million), involve the purchase of new rolling stock for nine cities. This will allow modernizing public transport and making it more energy efficient and safer for residents.
In total, the EIB has already provided Ukraine with over €168 million for the rehabilitation and development of social and critical infrastructure, implemented under the coordination of the Ministry of Community and Territorial Development of Ukraine. The financing was made possible thanks to the EU Ukraine Facility initiative and the European Commission’s guarantee, which strengthens Ukraine’s support for reconstruction after the devastating war.
