The Cabinet of Ministers has announced a significant expansion of financial support for regions located near the frontline. The draft state budget for 2026 provides for separate assistance instruments for communities that bear the greatest burden of destruction and income losses due to a full-scale invasion. This was announced by Prime Minister Yulia Svyrydenko.
According to the head of government, support for frontline areas remains one of the key state priorities. She emphasized that resources must be available both this year and next so that communities can work stably, restore infrastructure and provide basic services to the population.
The draft budget for 2026 includes UAH 10.6 billion in subsidies specifically for frontline areas. These funds should strengthen the financial capacity of local budgets, which have been significantly affected by the destruction and reduction in economic activity. The grants will allow to support vital expenses, including the maintenance of communal institutions and the provision of critical services.
Separately, the government notes the amount of compensation for the loss of income of territories under constant threats and restrictions. The budget draft includes UAH 30.9 billion for this. The compensation mechanism should cover the shortfall in tax revenues and other financial losses caused by the war, providing communities with the minimum necessary level of resources.
An important part of the budget will also be an increase in the remuneration of medical workers, primarily those working in front-line regions. These are primary care doctors and emergency medical teams. The funding for the medical guarantee program is planned to be increased to UAH 191.6 billion in 2026, which will allow for higher salaries and support for medical teams working in the most dangerous conditions.
Thus, the total amount of support for frontline areas in the 2026 draft budget will exceed UAH 40 billion. The government expects that these decisions will help communities maintain stability, continue to provide basic services, and accelerate recovery in the regions most affected by the war.
