In October 2025, the Motor (Transport) Insurance Bureau of Ukraine (MTIB) made regular payments to road accident victims for a total of UAH 144.1 million. 1,889 regular compensations were paid. Compared to October 2024, the number of payments increased by 52.6%, and the amount by 112.3%, Delo.ua reports with reference to the MTIBU press service.
The main reason for this increase was the increase in applications from road accident victims whose perpetrators were owners of uninsured vehicles, i.e. without a valid MTPL policy (auto civil). This category of payments became dominant in October: with 1,031 payments totaling UAH 98.5 million, which is 68.4% of all payments to the Victims' Protection Fund. Compared to last year, the number of such payments increased by 125%, and the amount by 207%.
MTIBU Board Member Andriy Gradil explained that the sharp increase in payments is a one-time phenomenon. It is due to the fact that in October cases accumulated in previous periods were settled in order to complete the financial year.
“The Bureau was completing a number of procedures related to the final settlement of cases in this category, so some of the payments that were prepared earlier were reflected in the October reporting,” Gradil noted.
In addition, the increase in payments was influenced by changes in legislation stipulated by the Law of Ukraine No. 3720-IX. He obliged representatives of privileged categories to conclude OSCPV contracts. Due to the fact that some drivers have not yet adapted to the new requirements and have not purchased insurance policies, in October more cases of payments involving uninsured perpetrators of road accidents were recorded.
Thus, the October statistics of the MTIBU demonstrate that the problem of uninsured vehicles remains relevant. At the same time, the bureau is taking steps to resolve the backlog of cases, which allows to ensure timely payments to victims and increase confidence in the motor vehicle insurance system.
