The Austrian insurance and investment group UNIQA Group has announced its intention to strengthen its presence in the Ukrainian market, identifying it as one of its strategic development areas. The company sees Ukraine as a promising platform for expansion, in particular in the areas of life insurance and war risk coverage, which are critically important for economic recovery and attracting investment. This was reported by the press service of the Ministry of Economy, Environment and Agriculture of Ukraine.
The ministry emphasizes that the entry of a strong international player into the Ukrainian market is a positive signal for a wide range of investors and global insurers. The increased interest from such companies demonstrates the growth of confidence in the Ukrainian business environment and supports the state's efforts in forming new financial instruments to minimize risks.
Key issues for deepening cooperation were discussed during the meeting on December 1, 2025. The meeting was attended by the Minister of Economy, Environment and Agriculture of Ukraine Oleksiy Sobolev, his deputy Andriy Telyupa, the head of UNIQA Group Wolfgang Kindle, the president and chairman of the company's Supervisory Board Teymur Bagirov, as well as the Ambassador of Austria to Ukraine Robert Müller. The parties discussed the prospects for creating new insurance products that will help cover risks for businesses in wartime.
Special attention during the meeting was paid to the topic of war risk insurance, which is currently one of the most vulnerable segments. Minister Oleksiy Sobolev emphasized that coverage for enterprises in relatively safe regions is still insufficient, and the need for business in affordable insurance mechanisms continues to grow. He emphasized that only through the synergy of state support instruments and the involvement of private insurance companies can sustainable mechanisms for protecting investments be created.
According to the Minister, the Ministry of Economy is already working on expanding insurance and reinsurance instruments, and UNIQA’s participation in this process can be an important factor in attracting other international partners. The availability of affordable war risk insurance can significantly reduce barriers to investment, which is especially important for regions seeking recovery from hostilities.
The government emphasizes that the development of effective insurance mechanisms is one of the key conditions for the formation of a competitive investment environment in Ukraine. The activation of international companies such as UNIQA strengthens the potential of the Ukrainian economy and creates the prerequisites for a larger-scale attraction of private capital to reconstruction projects.
