On December 3, 2025, the Verkhovna Rada adopted the law on the state budget for 2026 as a whole. Ukraine's total need for external financing next year will amount to UAH 2 trillion 79 billion. This was reported by the press service of the Ministry of Finance of Ukraine.
The Ministry of Finance clarified that the budget formation provides for the attraction of funds from international partners, in particular the World Bank, the European Union, the United Kingdom, the International Monetary Fund and the G7 countries. These resources should ensure financial stability and cover the critical needs of the state.
Today, the European Commission presented two key solutions aimed at supporting Ukraine in 2026–2027. The first is EU borrowing based on the budget, which will allow for the allocation of funds from EU reserves to finance Ukraine's needs. The second is the so-called “Reparation Credit”, which involves using frozen assets of the Central Bank of Russia to provide financial support to Kyiv.
According to the EC, these decisions will not only help Ukraine ensure defense and social stability, but are also considered a strategic investment in the security of the whole of Europe. The Commission emphasizes that support for Ukraine is important for strengthening the country’s sovereignty and state functions in the face of ongoing Russian aggression.
In addition, at the end of November, Ukraine and the IMF agreed at staff level on a new support program of $8.1 billion for four years. The program should help finance critical expenditures, maintain macro-financial stability and attract additional international support. The IMF notes that the Ukrainian economy has demonstrated resilience despite regular attacks on energy infrastructure, but risks remain high.
The official decision of the IMF Board of Directors on the launch of the financial assistance program is expected in January 2026. At the same time, Ukraine can count on the receipt of the first tranche. Thus, the country is laying the foundation for stable financing of the budget next year and support for key sectors of the economy.
