The government has adopted a set of decisions aimed at strengthening the energy sustainability of communities and ensuring a stable heating season. The initiator of these changes was the Ministry of Community Development, Territories and Infrastructure, which acted in response to numerous requests from local authorities regarding the need to simplify the installation of alternative sources of heat and electricity.
One of the key innovations is a significant simplification of the procedures for installing cogeneration plants, modular boiler houses, diesel and gas generators, as well as energy storage systems. Previously, communities faced capacity restrictions, which made it difficult to deploy additional generation in critical infrastructure facilities, such as hospitals, schools or utilities. Now these restrictions have been lifted, which allows the necessary capacity to be installed much faster.
The state has provided separate support for frontline territories. A special gas price has been introduced for these regions - up to UAH 19,000 per thousand cubic meters. The preferential tariff applies to cogeneration plants, CHPs and gas modules, which often become a basic element of supporting the power system during peak load periods and operate at times when large energy facilities are damaged as a result of shelling.
In addition, the government has resumed tenders for the construction of new generating capacities. This decision is of critical importance for the development of energy infrastructure, since it is such tenders that create legal conditions for the launch of projects for the construction of new power plants. Their operation provides the opportunity to attract investors and quickly increase domestic electricity production, which makes the power system more resistant to attacks and accelerates recovery after damage.
Another important innovation is the expansion of the mechanism for drilling wells for generation facilities to the entire territory of Ukraine. Previously, it operated only in Donetsk and Dnipropetrovsk regions, but now all communities can use its benefits. This will allow for the prompt launch of water intake systems necessary for the operation of boiler houses, cogeneration modules and industrial facilities.
The rules for the procurement of equipment for heat generation and well drilling have also been updated. This has shortened the time between the decision-making process and the actual start of project implementation. Communities have been able to more quickly purchase modular boiler houses, boilers, heat pumps, components for cogeneration systems and promptly carry out the necessary construction work without unnecessary bureaucratic obstacles.
