The Cabinet of Ministers of Ukraine has approved the Roadmap for Strengthening Control over Public Procurement and approved a plan of specific measures for 2025–2027. The document was developed by the Ministry of Finance jointly with the State Audit Service, the press service of the Ministry of Finance reports.
The main goal of the new initiative is to increase the transparency and efficiency of the procurement system, ensure accountability of public funds and harmonize Ukrainian legislation with European Union norms. Deputy Minister of Finance of Ukraine Oleksandr Kava emphasized that control and audit of procurement should become technological, risk-oriented and consistent with European approaches, which is an important step on the path to Ukraine's membership in the EU.
The Roadmap covers four key areas. The first is the harmonization of national legislation in the field of procurement with EU norms. The second is the development of digital control tools and strengthening the institutional capacity of the State Audit Service.
The third direction involves improving the mechanisms for procurement inspections and prompt response to identified violations, which will allow for faster identification of risks and abuses. The fourth is improving the skills of auditors and exchanging experience with EU countries, which should contribute to the implementation of best practices and standards in the national control system.
In the European Union, public procurement systems are based on the principles of transparency, competition and responsibility of customers. All stages — from planning to contract execution — are recorded in electronic systems and are available to the public, which ensures automated monitoring and rapid response to violations.
The adopted Roadmap should bring the Ukrainian procurement system closer to European standards, create a transparent control model and prevent violations and abuses. The new measures are expected to increase the efficiency of public funds and strengthen public trust in the public procurement system.
