The National Bank of Ukraine has published the operating procedures for the banking system and the electronic payment system (EPS) at the end of 2025 and the beginning of 2026. Despite the holidays, most financial transactions will remain available around the clock, the NBU press service reports.
The EPS system will operate without interruption, as it has throughout 2025. Payments will be made 24/7, with the current calendar day as the date of the transaction. This allows bank and business clients to make transfers and settlements even during the holidays.
However, special time restrictions have been established for transactions with the State Treasury Service due to the end of the reporting year. This applies to the repayment and servicing of public debt, in particular transactions in national and foreign currency.
On December 30, 2025, the banking system, the foreign exchange market, and the NBU depository will operate in normal mode. However, the following deadlines apply to State Treasury payments: by 13:00 - settlements on state debt in foreign currency (in particular, through Ukreximbank), by 16:00 - settlements on state debt in hryvnia, including payments on government bonds.
On December 31, 2025 and January 1, 2026, the SEP will continue to operate around the clock. Users will be able to transfer funds between cards, pay for services, and perform other financial transactions. At the same time, the system will not accept payments to and from the State Treasury on these days, since the Treasury will be on vacation to close its annual reporting.
The foreign exchange market and other NBU systems will operate according to the usual schedule, without interruptions. Thus, most financial transactions remain available, and key settlements with the state budget and state debt will take place only by certain deadlines.
This information allows Ukrainian banks, businesses, and individuals to plan financial transactions at the end of the year and the beginning of the new one, avoiding delays and misunderstandings during the holidays.
