The implementation of the project to build the first underground kindergarten is starting in Kharkiv. The cost of the work is UAH 221.2 million, while anti-corruption experts have already announced potential overpayments in the amount of more than UAH 1 million. The project is planned to be completed by the end of 2027.

According to the Dumka publication, the contract was concluded between the Department of Landscaping, Reconstruction and Reconstruction of the Kharkiv City Council and PJSC “Trest Zhytlobud-1”. Information about the purchase was published in the ProZorro system.

This concerns the construction of an underground kindergarten on the basis of nursery school No. 143 in the Kholodna Hora district. The initial expected cost of the project was UAH 244 million, but as a result of the tender it was reduced by UAH 20 million to UAH 221.2 million. In addition to the winner, the tender was also attended by PE “Construction Firm “Promtex”” and LLC “Avtomagistral-Zahid”.

The project involves the construction of a radiation shelter with an area of ​​2046 sq. m, designed for the simultaneous stay of 217 people - children, educators and technical personnel. It is also planned to equip a vegetable storage in the underground room.

The infrastructure of the facility will include a full range of engineering networks: water supply, sewage, heating networks and electricity supply. To ensure accessibility, it is planned to install three lifts for low-mobility groups of the population. Additionally, a diesel generator will be installed as an alternative power source. Next to the building, it is planned to equip playgrounds and sports grounds, as well as paths and sidewalks.

At the same time, the Kharkiv Anti-Corruption Center analyzed the estimate documentation and announced possible price increases for individual items. According to the organization's estimates, the potential total overpayment could be about UAH 1.1 million.

In particular, Ceresit CT 19 adhesive primer is listed in the estimate at UAH 128 per kilogram, while the market price is about UAH 84. The potential overpayment for this item is estimated at UAH 75 thousand.

Protective and hermetic doors of the DU-III type (440 kPa) are purchased at UAH 126,782 per unit, while similar products on the market cost approximately UAH 93 thousand. The probable overpayment may exceed UAH 160 thousand.

Also, facade dowels measuring 10×180 mm are listed in the estimate at UAH 11.25 per unit with an average market price of about UAH 6.76. The potential overpayment for this item is approximately UAH 63 thousand.

However, some materials, in particular concrete, are laid at market prices. At the same time, it is difficult to verify some items, such as frame structures and reinforcing mesh, due to their individual nature and the specifics of measurement - in pieces or linear meters.
