Ukraine has introduced a single standard for the procedure for changing the purpose of agricultural land. The new procedure allows businesses and local governments to quickly register land for industrial and energy facilities.
This was reported by Dmytro Kysylevsky, Deputy Chairman of the Verkhovna Rada Committee on Economic Development. He noted that the simplified procedure is especially relevant for the construction of energy facilities necessary to ensure energy independence by next winter.
According to the new rules, changing the purpose of land takes from 1.5 to 2 months instead of the previous one to three years. This significantly reduces bureaucratic barriers and accelerates the development of infrastructure and the real sector of the economy. The legislative procedure will be in effect during martial law and for another five years after its end.
The new procedure allows for the placement of industrial enterprises, energy facilities (except nuclear), warehouses and agricultural buildings. Individual engineering infrastructure facilities — electricity and gas supply networks — can be registered not only outside settlements, but also within cities and villages. Authorities or local governments, as well as owners of private plots, have the right to submit requests. Tenants cannot initiate the process on their own.
The procedure is digitalized and maximally free from paperwork. First, an application is submitted through the Unified State Electronic System in the Field of Construction with information about the facility code, development parameters, and hazard class. The authorized body checks the absence of restrictions within 10 working days. A positive result is automatically equated with urban planning conditions and restrictions, which simplifies further design.
The conclusion obtained becomes the basis for updating data in the State Geocadastre without developing additional land management documentation. After that, design can begin, and a construction permit is issued after the final registration of the land status.
Kysylevsky added that step-by-step methodological materials for implementing the new order have already been sent to regional military administrations, and they, in turn, will pass them on to urban planning and architecture bodies. This approach guarantees uniform rules for all regions and accelerates the implementation of investment and energy projects throughout the country.
