In 2024–2025, Ukraine recorded a noticeable reduction in the average customs clearance time for cargo in all main modes — import, export and transit. This indicates an increase in operational efficiency and simplification of procedures for business by the State Customs Service of Ukraine.
This is reported with reference to data from the customs clearance database. According to statistics, the time for completing procedures decreased in three key areas of foreign trade at once.
The most noticeable reduction was recorded in export operations: the average clearance time decreased from 66 to 48 minutes, which is minus 27%. In the transit mode, the indicator decreased from 41 to 31 minutes (minus 24%), and in import — from 93 to 83 minutes (minus 11%).
The customs service notes that the reduction in clearance time is one of the key indicators of the system's efficiency. Such results were made possible by improving control procedures and optimizing cargo processing.
At the same time, the State Customs Service of Ukraine continues to monitor compliance with the standard established by the Customs Code of Ukraine - no more than 4 hours to complete the clearance. In cases where this time is exceeded, an analysis of the reasons is carried out and corrective measures are implemented.
Reducing the duration of customs procedures directly affects business costs, reducing delays in logistics chains and accelerating the circulation of goods in international trade. This is especially important for exporters operating in a competitive global environment.
The department also announces further plans to improve procedures, increase transparency and adapt to international customs administration standards.
In general, reducing customs clearance time is seen as a positive signal for business, but its long-term effect will depend on the stability of the achieved indicators and the preservation of transparent and predictable procedures in the future.
