Since the beginning of 2026, the volume of public and state-guaranteed debt of Ukraine has shown a decrease of more than 190 million euros. This was reported by the Ministry of Finance, publishing current data on the state of the country's debt obligations.
The department notes that the structure of public debt remains predominantly long-term and formed on preferential terms. At the same time, the trend towards a decrease in the share of state-guaranteed debt in the total volume of debt obligations continues.
As of April 30, 2026, the total public and state-guaranteed debt of Ukraine reached UAH 9,345.5 billion. In currency equivalent, this is EUR 181.2 billion or USD 212.0 billion.
The largest part of debt obligations is formed by state external debt. Its volume at the end of April was UAH 7,082.42 billion, which corresponds to 75.78% of the total debt. In conversion, this is equal to EUR 137.3 billion or USD 160.66 billion. The state domestic debt was UAH 2,003.73 billion, or 21.44% of the total, which is equivalent to EUR 38.8 billion and USD 45.45 billion.
The state-guaranteed debt at the end of April was UAH 259.36 billion. Its share in the total debt structure was 2.78%, which corresponds to approximately EUR 5.0 billion or USD 5.88 billion.
Despite the overall reduction in debt since the beginning of the year, compared to the end of March 2026, its volume increased by UAH 112.5 billion. The Ministry of Finance explains this primarily by the weakening of the hryvnia exchange rate, which affected the recalculation of foreign exchange liabilities in the national currency.
Separately, the department draws attention to the further decrease in state-guaranteed debt. Since the beginning of the year, this indicator has decreased from UAH 276.7 billion to UAH 259.4 billion. In euro equivalent, the volume decreased from EUR 5.55 billion to EUR 5.03 billion. Thus, the reduction amounted to 6.2%, and the share of guaranteed debt in the overall structure decreased from 3.06% to 2.78%.
Positive dynamics are also observed in the cost of debt service. The weighted average rate of state debt at the end of April 2026 was 4.45%, while in January this year it was 4.51%, and in April 2025 - 4.6%. At the same time, the weighted average term to debt repayment has also slightly decreased — to 13.06 years versus 13.39 years at the beginning of 2026.
In the currency structure of the state debt, the euro has the largest share — 44.6%. The US dollar is in second place with a share of 22.5%, while the hryvnia accounts for 20.6% of all debt obligations of the country. This structure indicates the significant role of the European currency in financing the needs of the state budget and supporting the economy of Ukraine.
