The Verkhovna Rada of Ukraine adopted draft law No. 11063-d "On the State Agrarian Register", which was supported by 267 deputies. This law, as People's Deputy Yaroslav Zheleznyak reported, aims to introduce a modern information and communication system for the agricultural sector.
According to the new law, the "State Agrarian Register" (DAR) system will ensure transparency in the process of granting subsidies to farmers and other participants in the agro-industrial complex. The Ministry of Agrarian Policy specified that the law foresees several key changes.
First, the range of DAR users will expand. Now, not only producers of agricultural products, but also organizations of water users and other subjects of the agro-industrial complex will be able to receive state support through this system.
Secondly, the law regulates the legal status of DAR and sources of its financing. The system is defined as a comprehensive information platform that will ensure the collection, storage and processing of data, as well as the provision of administrative and public services.
Thirdly, the document clearly defines the powers of the DAR holder, administrator, and technical administrator, as well as the objects and types of registry information that will be processed in the system. The law also provides for the possibility of creating extracts from the register and defines the rights and obligations of users.
Another important change is the mandatory use of DAR data when providing state support, partial guarantees for credit obligations, and support for insurance of agricultural products. The law also provides for bringing the provisions of DAR into compliance with the requirements of the Law of Ukraine "On Public Electronic Registers".
Thanks to the new law, DAR will be transformed into the State Register of Agricultural Producers (Farmer's Register), which aims to improve monitoring of the targeted use of state support and assistance, as well as ensuring electronic interaction with other information and communication systems and cadastres.
The Minister of Agrarian Policy and Food of Ukraine Vitaliy Koval noted that the adoption of this law will contribute to the further digitization of the agricultural sector, which is an important condition for international partners. He also emphasized that DAR will become a single electronic window for communication between agricultural producers and authorities, expanding opportunities for receiving state aid.
