The Cabinet of Ministers of the Green Cabinet officially extended the program “Affordable Loans 5-7-9” for agricultural producers until March 31, 2026. The corresponding resolution was approved by the ministers on December 27, 2024 and published on the government website.
The proposed changes are aimed at supporting Ukrainian agriculture in a difficult economic situation. The government explained that the extension of the program will avoid defaults on already received loans, reduce the cost of agricultural products and stimulate the development of the industry.
An important condition for participation in the program is the mandatory registration of producers in the State Agricultural Register (DAR), which will come into force on January 1, 2025. Banks will be obliged to verify compliance with the criteria in accordance with the DAR regulations.
The “Affordable Loans 5-7-9” program is being implemented with the funds of the World Bank within the framework of the Emergency Project for Inclusive Support for the Restoration of Agriculture in Ukraine (ARISE). As of mid-December 2024, according to the Ministry of Agrarian Policy, more than 12.7 thousand agricultural farms received almost 100 billion hryvnias in bank loans aimed at the development of their enterprises. Of this number, the “Affordable Loans 5-7-9” program financed 8.5 thousand farms for 44.8 billion hryvnias.
The largest number of funds under the program were received by agricultural farms from Kyiv region (over 5.5 billion hryvnias), Vinnytsia region (over 3.9 billion), Odesa region (over 3.8 billion), Kirovohrad region (over 3.5 billion), Kharkiv region (over
