On May 9, the Verkhovna Rada adopted in the second reading the draft law "On state market supervision and control of non-food products" numbered No. 5473-Д. This draft law is intended to improve the legislation regulating state market supervision and control of non-food products. One of the key aspects is determining the circumstances under which fines are determined and ensuring transparency in the inspection process.
People's deputy from the "Voice" faction Yaroslav Zheleznyak told this information, noting that 313 people's representatives voted for the draft law.
The adoption of such a law was a response to the calls of the Ukrainian Business Council, as the state regulation of non-food products, fines and the inspection system put entrepreneurs under increased pressure in difficult conditions.
The leader of the "Servant of the People" party Olena Shulyak explained that the adopted draft law includes the following points:
Determination of the circumstances for determining the amount of the fine.
The right of market surveillance bodies and business entities to record the inspection process by means of audio, photo and video equipment.
The right of market surveillance authorities to request primary documents only if the products are dangerous, risky or do not meet the established requirements.
Inspections that require quality laboratory analysis are carried out exclusively at the expense of the state.
Replacing the fine for products of inadequate quality with the possibility of disposal.
"This draft law liberalizes relations between the state and entrepreneurs. The system of checks and balances in this context is very appropriate, since excessive fines and excessive demands do not benefit anyone, but only complicate the situation," Olena Shulyak emphasized.
This innovation in the legislation will help create more favorable conditions for business development, reduce administrative barriers and increase the transparency of the process of state control of non-food products.
