The Verkhovna Rada of Ukraine adopted draft law No. 12038-1 in the first reading and as a whole, aimed at amending the Tax Code and other legislative acts regarding the taxation of ethyl alcohol and bioethanol with an excise tax. The draft law received the support of 258 people's deputies, which indicates its importance and relevance for the Ukrainian economy.

According to the report of the Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Danylo Hetmantsev, the main goal of the new law is to prevent the use of shadow schemes in the sale of alcohol and bioethanol. He also emphasized that the introduction of a new procedure for determining tax liabilities will help ensure the full payment of excise tax from producers of these goods.

The draft law provides for the definition of a guaranteed tax liability for excise tax, which is based on the maximum productivity of production equipment for the production of alcohol and bioethanol. This is aimed at eliminating possible manipulations with the reduction of tax obligations to a minimum.

According to MP Yaroslav Zhelezniak, the adoption of this draft law is a step forward in the field of tax and financial policy of Ukraine. He emphasized that a joint approach to this issue will ensure greater transparency and efficiency in excise tax collection, which is an important aspect of the country's financial stabilization.

The draft law also provides a basis for further reforms in the field of taxation in Ukraine, contributing to the creation of favorable conditions for the development of the domestic market and the attractiveness of the country for investments. The introduction of new regulatory provisions meets modern requirements and will ensure greater legal stability in the economic sphere.

The law on advance payment for alcohol and bioethanol producers became an important step in the direction of improving the tax system of Ukraine, aimed at ensuring financial stability and increasing the efficiency of managing the country's economic processes.
