In January-February 2025, Ukraine recorded a significant increase in excise tax revenues on alcoholic beverages. The total amount of excise tax on alcohol produced in Ukraine amounted to UAH 2.2 billion, which is 20% more than in the same period last year. Such positive dynamics were noted during a meeting with representatives of the alcohol industry, which was also attended by members of the Federation of Alcohol Industry Employers and leading associations, such as Ukrvinprom, Ukrvodka and Ukrsadvinprom.
These results were reported by the Head of the State Tax Service of Ukraine, Ruslan Kravchenko, emphasizing the importance of excise revenues for the state budget. He noted that the active growth in tax revenues is an important signal about the stability of the alcohol market and the effectiveness of tax policy in Ukraine.
In addition to excise duties on domestic production, Ukraine also received UAH 416.5 million from the import of alcoholic products. This is 9% more than last year, which indicates a stable demand for imported alcoholic beverages and a positive situation in the market.
The meeting participants discussed a number of important issues, including excise policy, the fight against the shadow market, and the cancellation of licenses for illegal producers. The need to support legal alcohol producers was emphasized, which contributes to filling the budget and developing the industry as a whole.
Ruslan Kravchenko emphasized that the State Tax Service is actively working to strengthen control over the activities of alcohol enterprises and continues to fight tax evasion. This includes strengthening monitoring and improving mechanisms for combating the shadow market, which remains one of the main challenges for public finances.
The growth of excise revenues indicates positive changes in the alcohol sector, which gives grounds for forecasts regarding the stability of financing social and economic programs. It is important to continue supporting legal producers and intensifying the fight against illegal supplies, which in turn will ensure a further increase in budget revenues.
