Ukrainian carriers have expressed concern over new fines imposed on them by Polish authorities for minor violations under the new SENT/RMPD trip registration system. From November 1, 2024, this system has become mandatory for all carriers operating in Poland.
This was announced by Deputy Minister of Community and Territorial Development of Ukraine Serhiy Derkach. He noted that over the past week, the Ministry of Infrastructure has received numerous appeals from Ukrainian carriers regarding problems related to the use of this system. In particular, the violations for which fines are imposed are minor technical errors, such as the absence of punctuation marks or a short-term loss of GPS signal for several hundred meters. Fines for these violations can reach a maximum of PLN 12,000, which is about UAH 120,000.
According to Derkach, the main goal of introducing the SENT/RMPD system is to prevent cabotage, i.e., transportation without appropriate permits on the territory of Poland. However, according to Ukrainian carriers, minor technical violations do not harm the Polish transportation market, since they cannot lead to transportation without appropriate permits.
The Ministry of Infrastructure of Ukraine has already appealed to Polish departments, in particular the Ministry of Finance, the Ministry of Infrastructure of Poland and the European Commission, with a request to review the fine policy. In addition, the Ukrainian side initiated a meeting with Polish colleagues to discuss in more detail the issues of the correct operation of the system, the need to create a support service for carriers and ensuring fairness in the application of sanctions.
“We expect the Polish side to take measures to eliminate these problems and ensure a clear correlation between the violation and the sanction,” Derkach concluded. The Government of Ukraine hopes for a constructive dialogue with Polish colleagues and the adoption of appropriate measures to facilitate the work of Ukrainian carriers.
