In Ukraine, with the beginning of the full-scale invasion of the Russian Federation, about 60 million square meters of housing were destroyed or significantly damaged as a result of the aggression. This creates serious challenges for the state, as it does not have the ability to pay large sums for the restoration of destroyed property. This was stated in an interview with Ukrinform by Olena Shulyak, People's Deputy and head of the Committee for the Organization of State Power, Regional Development, Local Self-Government and Urban Planning.
Shulyak emphasized that in the conditions of war, the state is limited in its financial capabilities and cannot provide full recovery payments. The maximum amount of compensation under the "yeRecovery" program is 500,000 hryvnias for a damaged house and 350,000 hryvnias for an apartment. These figures, in her opinion, do not cover all the costs of repair and restoration.
To date, more than 11,000 certificates have been issued for the total amount of 17.2 billion hryvnias. This indicates that the program is active, but the scale of the destruction far exceeds the available resources. As of now, applications for compensation have been approved for almost 8 billion hryvnias, and more than 73,000 Ukrainian families have received assistance.
Shulyak also noted that the payments under the "eRecovery" program are a necessary step, but their volume does not meet the needs, since the cost of repairs in war zones is much higher. Many Ukrainians are facing difficulties in financing the recovery, so it is important to continue to look for new solutions.
An important component of the housing reconstruction process is attracting international aid, which can strengthen the financial base for compensation. The state should cooperate with international organizations and donors to provide additional funding for those affected by the war.
In view of this situation, Shuliak called for greater activity in the government and local authorities to find effective mechanisms to support affected citizens. She emphasized the importance of increasing transparency in the management of budget funds and involving the public in the recovery process.
