  • Losses of Ukrainian banks from the Russian Federation: over 70 billion UAH for the period from 2014 to 2022

    Since the beginning of Russia's aggression against Ukraine in 2014, Ukrainian banks have suffered significant financial losses. According to the Deposit Guarantee Fund, the amount of losses caused by the aggressor country to Ukrainian banks is more than 70 billion UAH.

    These figures were announced by Olga Bilai, the director of the Fund, at a recent press conference. She specified that during this period, Ukrainian banks suffered not only physical, but also financial losses, which affected their stability and ability to serve customers. According to Bilai, Ukrainian courts have already made a positive decision in the amount of 1.9 billion UAH. However, the fight for compensation for the losses incurred continues, and in January 2025, a new lawsuit was filed against Russia for the amount that combines the losses of five banks managed by the Fund.

    Olga Bilay also reported that two banks that were withdrawn from the market due to their affiliation with Russia (JSC "MR Bank" and PJSC "Prominvestbank") have already transferred their funds to the state for a total of UAH 26 billion. Guaranteed amounts were paid to depositors for deposits in these banks, and to repay creditors' claims, the remaining assets were sold and serviced through the Deposit Guarantee Fund.

    In general, the creditors' claims were fully satisfied, with the exception of the claims of the parent Russian banks that belong to the aggressor state. In accordance with the decision of the National Security and Defense Council of Ukraine, the property of these banks was transferred to Ukraine.

    Today, these two banks are fully state-owned, and their debts to the Russian parent structures have been liquidated. All funds received from the sale of assets and compensation will be directed to the return of the state. As noted by Bilay, after the return of funds as a creditor, the next step will be compensation as a shareholder, since these banks are now working exclusively for the benefit of Ukraine.

    Regarding the banks whose liquidation began before 2022, the Deposit Guarantee Fund will continue to recover losses through Ukrainian and international courts. However, for banks that began to fall under the Fund's management after the start of the full-scale Russian invasion in 2022, the Fund intends to use the International Register of Losses. Within the framework of this register, when it will be possible to submit applications from legal entities, the Fund also plans to file claims for compensation for losses incurred precisely after the full-scale invasion.

    The Deposit Guarantee Fund’s task is not only to ensure payments to depositors, but also to restore the stability of the Ukrainian banking system. During the war, a significant part of banking institutions was at risk, and the liquidation of such institutions is a complex process that requires time and careful management.

    Despite the serious losses, the Deposit Guarantee Fund is actively working to compensate for losses and maintain the stability of the Ukrainian banking system. Thanks to this, even in wartime, many banks were able to return to work and continue to provide services to their clients.

    Compensation for losses caused by Russian aggression will continue for many more years. However, the Ukrainian authorities are doing everything possible to protect the interests of citizens and the banking system. At the same time, further claims and lawsuits regarding losses may bring new opportunities for compensation and stabilization of the Ukrainian financial sector.
