The Ukrainian government continues to attract international financial assistance to rebuild the housing stock damaged by the war. At a regular meeting of the Cabinet of Ministers, a decision was made to attract 100 million euros (over 4.8 billion hryvnias) from the Council of Europe Development Bank within the framework of the HOME project. These funds will be directed to support the owners of destroyed homes within the framework of the state compensation program "eReconstruction".
The new financial tranche was announced by the Prime Minister of Ukraine Denys Shmyhal. He emphasized that the main goal of the government is to restore housing according to new standards, taking into account modern safety and efficiency requirements. He also noted that, according to the RDNA4 study, the needs for the restoration of Ukraine's housing stock for the next ten years are estimated at 84 billion dollars.
The importance of this assistance is confirmed by the experience of previous cooperation with the Council of Europe Development Bank. Last year, thanks to its financing, 2.8 thousand housing certificates were issued. The new loan will provide another 3.6 thousand families with the opportunity to purchase new housing after losing their previous ones.
In addition to compensation for destroyed housing, the government is working to create long-term solutions for internally displaced persons (IDPs). Within this direction, the Council of Europe Development Bank will allocate another 50 million euros, which will allow providing preferential lending for approximately 1,100 displaced families who lost their homes as a result of hostilities.
Along with these initiatives, the World Bank plays a significant role in housing reconstruction. It actively finances the NORE program, within the framework of which more than 87 thousand Ukrainians have already received compensation for damaged homes. The plans also include the restoration of up to 200 apartment buildings, which will allow thousands of people to return to normal life.
Thus, international support plays a key role in the reconstruction of Ukraine. Cooperation with European financial institutions and international partners allows not only to respond promptly to the immediate needs of victims, but also to create long-term assistance mechanisms that will contribute to the country's post-war recovery.
