The Cabinet of Ministers of Ukraine has approved the creation of a centralized information database on natural gas consumption. The new system will allow for automatic recording of the volumes of the resource used, accounting for consumers, as well as market participants who provide or transport gas.
This was reported by the permanent representative of the government in the Verkhovna Rada, Taras Melnychuk. According to him, the adopted Regulation is another step towards digitalization of the energy sector and ensuring transparency in the consumption of both imported and domestic natural gas.
The information base will cover the entire gas circulation chain - from the supplier to the end consumer. In automated mode, data on consumption objects, volumes of the resource used, as well as connections between market participants will be recorded. This should allow not only to better plan the country's needs for gas, but also to promptly respond to abuse or loss of the resource.
The owner of the database and all property rights to the software is the state represented by the Ministry of Energy of Ukraine. It is the Ministry of Energy that is responsible for storing and updating information, as well as forming a policy in the field of gas supply based on the collected data.
The system administrator will be LLC "Gas Transportation System Operator of Ukraine". The company will provide technical maintenance, proper information protection and integration of the new database with other state registers and platforms.
It is expected that the launch of the automated system will contribute not only to reducing gas losses in the system, but also to strengthening the energy security of the state. In addition, it will improve the quality of state control, make resource allocation more transparent and strengthen the accountability of market participants.
