The National Agency for the Prevention of Corruption (NAPC) has designated two leading German manufacturers of precision machine tools, Spinner and DMG Mori, as sponsors of war. This decisive action has led to calls for German companies to cease cooperation with Russia, as their products are used to manufacture weapons and components for them.
As the NACP explained in its report, despite the sanctions, Spinner and DMG Mori continue to supply machine tools to Russia. The information on the website of Spinner's official distributor in Russia, Spinner LLC, indicates that the company continues to operate "as usual." According to Export Genius, from February 2022 to June 2023, almost $15 million worth of Spinner machines and components were imported to Russia. This number has increased sixfold since the outbreak of the war.
Among the importers of these products are enterprises of the Russian military-industrial complex that produce components for military aircraft, such as Sukhoi and MiG aircraft, and are already subject to Western sanctions.
DMG Mori, which has 16 production plants and 113 sales and service centers in 88 countries, distributes its services worldwide, including training, repair, maintenance and machine tool spare parts. In Russia, the company is represented by DMG Mori Rus LLC, which operates a machine tool plant in Ulyanovsk.
Although DMG Mori's official statements announced the termination of all sales and service in Russia, the NACP points to the company's active operations in the Russian market, which contradicts its official promises.
The verdict of the Moscow Arbitration Court of July 3, 2023, states that DMG Mori Rus provided machine tool components to the subsidiary of UDK-Saturn JSC, Saturn Instrument Plant, which manufactures gas turbine engines for military aircraft.
The NACP decided to add 14 Russian importers of Spinner machines to the list of candidates for sanctions, emphasizing the need to stop cooperation with companies that support Russia's military potential during the hostilities in Ukraine.
